Miami-Dade NOA and TDI Listing Explained

 

Miami-Dade NOA (Notice of Acceptance) 

Florida has some of the most stringent building codes and standards in the country. This is because some areas of Florida, including Miami-Dade & Broward Counties, are designated as  High Velocity Hurricane Zone (HVHZ) areas. These areas require more stringent product testing to handle the harsh weather associated with high winds and hurricanes. 


Impact and cycle testing (also known as “hurricane testing”) requires large missile impact testing. This process uses a 9-pound 2’X4’ fired at 34 mph at the skylight. The skylight cannot allow the 2’x4’ section of wood to pass through it.  Even a too-large crack in the skylight glass can risk failing the test!  In addition to multiple missile impact tests, the skylight is subjected to a uniform static air pressure test along with a water pressure test to ensure no leaks occur from wind-driven rains. 


A cyclic wind pressure test is conducted to ensure a skylight can handle the positive and negative pressure changes during a hurricane. Operable skylights must pass additional standards – ASTM F588 and AAMA 1302.5. After all this, every piece of the product, including fasteners, is evaluated by an engineer to ensure structural integrity.  Once testing is complete and the product passes everything, a licensed Florida engineer must finally approve all testing and test results.  Only then is the skylight able to be considered for listing with Florida.  To receive a Miami-Dade NOA consideration, additional steps are needed.

Texas Department of Insurance (TDI) Listing 
Texas has endured extensive damage from hurricanes over the years. As a result, the TDI was established in 1999 to guide builders and architects on which products and practices need to be implemented during construction. To receive a TDI listing, a skylight must endure structural testing to determine maximum design pressure. It must also pass an impact and debris resistance test similar to the Miami-Dade impact test. 

 

A system assembly test is conducted to account for each specific material used in manufacturing. As a final requirement, all skylights must have a permanent label with the manufacturer, model, design pressure rating, and whether it is impact-resistant. Once the results of these tests are submitted, reviewed, and approved, a product will achieve a TDI listing- which could allow its use consideration in hurricane-prone areas of Texas.
